The incumbent CEO will be working with the incoming CEO to assure the transition is a smooth and comprehensive process and assures that he/she can most effectively and efficiently support the mission, vision, and values of OBHMC. GENERAL POSITION SUMMARY : Responsible for organizing, planning, and directing the activities of the Public Hospital district staff and serving as liaison between the Board of Hospital District Commissioners and the Provider/Medical Staff. Develops and implements long-range strategic goals and policies that drive Hospital outcomes. EDUCATION AND EXPERIENCE: Master's degree in Hospital Administration, Healthcare Management, Business Administration, or a related field. At least 7-10 years of progressively responsible experience in healthcare administration, with a focus on leadership roles. Previous experience as a CEO or in a senior executive position within a hospital or healthcare system, rural health preferred. Demonstrated success in managing complex healthcare organizations, including financial management, strategic planning, contract negotiation/implementation, capital planning/implementation, population health, and quality improvement initiatives. Experience in leading organizational change and implementing innovative healthcare delivery models. Strong understanding of healthcare regulations, accreditation standards, and compliance requirements. Proven track record of building and maintaining relationships with key stakeholders, including physicians, board members, employees, and community leaders. Experience in fostering a culture of patient-centered care, employee engagement, and continuous quality improvement. Exceptional communication, negotiation, and conflict resolution skills. Ability to adapt to a rapidly changing healthcare landscape and drive organizational growth and financial sustainability. Active involvement in professional associations and ongoing professional development activities. ESSENTIAL FUNCTIONS/MAJOR RESPONSIBILITIES: Acts as the Board's representative in all dealings with the Provider/Medical Staff (both employed and working under contract), Hospital District Staff and public. Provides leadership and management to ensure that the mission and core values of the Hospital are put into practice. Enhances and/or develops, implements, and enforces policies and procedures of the organization by way of systems that will improve the overall operation and effectiveness of the Hospital. Ensures that patients are provided the best possible care in the most economical manner. Provides adequate staff, properly trained to achieve the optimum level of services required. Provides and maintains needed medical facilities for the Provider/Medical Staff to conduct the practice of medicine. Plans, develops, organizes, implements, directs, and evaluates the organization's fiscal function and performance. Spearheads the development, communication and implementation of effective growth strategies and processes. Serves as key resource to the Board and staff regarding current and expected trends in the healthcare industry. Motivates and leads a high-performance management team; attracts, recruits, and retains required members of the executive team not currently in place; provides mentoring and direction. Participates as a member in professional organizations to take advantage of available expertise in the hospital management field. Ensures that the Hospital district operates in such a manner to be in conformity with existing local, state and federal laws and regulations. SECONDARY FUNCTIONS: Provides work direction or instructions, usually one-on-one, such as coaching, negotiating, making group presentations. Has full supervisory responsibility consisting of skilled and highly skilled employees. Anticipates and solves problems for self and others at all levels of the organization. Independently examines complex information and/or situations evaluates potential impact, options, and makes recommendations. Decisions are guided by precedent and interpretation of applicable laws. Decisions have a significant impact on others and the organization. Operates complex equipment/machinery requiring extensive training and in-depth understanding of various applications. SUPERVISORY RESPONSIBILITIES: All Providers, Certain Leadership Staff and Hospital District Executive Team Members. INTERPERSONAL CONTACTS: Patients, patients' families, staff, vendors, business partners, and guests. Requires tact, sensitivity, and appropriate confidentiality. SPECIFIC JOB SKILLS : Ability to demonstrate values-based behavior. Requires interpersonal skills, training, teamwork, problem analysis, customer service, independent judgment, or action. Strong finance and budgeting skills and accounting principles understanding - Medicare Cost Report knowledge a plus. Ability to handle multiple projects/tasks. Ability to remain professional and exhibit spirit of helpfulness. Ability to apply safety measures appropriate to customer's age and development. Ability to work effectively and communicate appropriately for individual's age and development. Uses reference material when appropriate to better meet the requirements of individuals of different needs and development. Ability to read, write and communicate effectively in English; additional languages preferred. Ability to follow HIPAA policies to maintain the privacy and security of patient information. Ability to read, interpret and follow documents such as policies and procedures. Ability to read, analyze, and interpret general business periodicals, professional journals, medical records, technical procedures, or governmental regulations and safety rules. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to accurately perform mathematical calculations necessary to position. Familiarity with the WA. Open Public Meetings Act. Computer knowledge, including: EMR, word processing, e-mail, and other work-related computer systems. Demonstrates leadership in complying with Infection Prevention and Control best practices, policies, and procedures. Leads a culture of safety and asks employees for feedback regarding opportunities for improvement in our Infection Prevention program and environment of care and works in collaboration with leadership and Infection Control to report and mitigate risks to our employees and our patients.
