MicroHealth is seeking a Clinical Safety Compliance Officer to support our DHA NCR Network HQ Medical Affairs Clinical Quality Management Program Management Services contract providing patient safety guidance, clinical reviewing current practices and making recommendations on best practices for healthcare using health care data analytics. This position will report onsite at Bethesda MD Secret Clearance Required Responsibilities: Perform internal and external research, and engage with key technology stakeholders to gather data and provide the status of IT investments, program, and projects throughout their lifecycles. Lead process improvement through stakeholder interviews and facilitated sessions to gather cross functional issues and opportunities, recommending best practices as appropriate. Facilitate stakeholder interviews and feedback sessions to identify cross-functional issues, opportunities for improvement, and recommend best practices. Develop business process maps in conjunction with other supporting documentation and artifacts spanning multiple functional areas. Perform detailed process analysis using Lean Six Sigma to drive the design and implementation of optimized business processes. Organize and synthesize large amounts of information provided by stakeholders. Manage change and conflict during process elicitation. Identify and present process workflow constraints in a clear, concise manner to all levels of management. Introduce and deploy process improvement with control and optimization strategies for substantiating continuous success. Perform clinical business case analyses, risk management performance measurement and provide updated reports to management. Support policy development and release, including plans, SOPs, and orders. Use Visio to document functional and technical processes for solution developers and business subject matter experts. Prepare artifacts and present the finding. Catalog the current state of healthcare operations functions across NCR – at each MTF and variability across services. Interview key service leaders to understand different healthcare operations models across the MHS. Profile healthcare operations models in best practice systems, including private sector US systems, e.g., Geisinger, and international integrated systems, e.g., NHS. Develop a recommended set of roles and responsibilities for healthcare operations at the NCR and MTF levels. Define 2-3 potential supporting organizational models with supporting business cases for review by NCR leadership. Review overall market comparison and potential courses of action with NCR leadership. Codify recommendations and develop an implementation timeline for the stand-up model. Provide an assessment of the current state of the healthcare operations functions across the NCR relative to other health systems. Create a minimum of two potential supporting organizational models with supporting business case analyses. Recommend a course of action and implementation timeline to stand up new model. Work with MSALs to structure an approach to product line conversations using service configuration tool output. Define a process and requirements for implementing service configuration changes across: A.) Resource requirements (e.g., staff, space, equipment, consumables) B) Abbreviated business case validating benefits displayed in the service configuration tool. C) Stakeholder syndication, approval, and management (e.g., how to involve MTF command, product line leadership, NCR) Refine business case template, analysis process, , and the process for market review and decision-making around resourcing. Coordinate market stakeholders (e.g., HR, Finance, MTF operations) to validate the process and refine it based on feedback. Run through the defined process and initiate service configuration changes in 1-2 product lines across NCR, to include: a.) Defining performance baselines and measures that would indicate a successful pilot. b.) Co-creating supporting materials and analysis with MSALs / PLAs Define playbook with articulation of end-to-end process for MSALs to utilize in implementing service configuration changes. Identify priority functions to address through a central command center in line with the scope of healthcare operations function at the market level defined in task 1. Obtain input on potential scope from key stakeholders (e.g., MTF commanders, MSLs, MSALs, COT) Conduct a workshop with senior NCR leaders to align on scope (e.g., inbound transfers, bed management, staffing management, OR utilization) Establish 2-3 priority use cases where NCR could more effectively manage an outcome/process with access to relevant data and clear mechanisms for managing. Define initial implementation plan for standing up priority use cases to set foundation for evolving robustness of data/analytics over time. Business case for more robust command center development Curate data sets, dashboard and analytics model for prioritized use cases supporting end-to-end command center. Create a process map and playbook for all triggers within the use cases. Provide extensive documentation on the model developed. Provide analytics and change management capability building training; clearly define command center priority functions (i.e., scope) with a minimum of at least 2 priority use cases and business cases for pursuing. Facilitate workshops with appropriate market leadership to ensure complete alignment on priority functions for the command center. Create an initial implementation plan for operationalizing data and management mechanisms. Required Qualifications: Bachelor’s degree 3+ years of experience with developing and maintaining project schedules; tracking and monitoring the progress of the project activities; reporting status, risks, and issues; and recommending adjustments to ensure the successful completion of projects. 3+ years of experience with technical task management and software life cycle. 2+ years of organizational change management experience Experience with leading System Development Life Cycle (SDLC) or Agile, Web-based application development or COTS integration projects. Knowledge of software, including Agile development life cycle methodologies, tools, and processes for schedule management, risk management, configuration management, requirements management, and defect management. Strong quantitative skills and comfort working with, analyzing, and synthesizing budget and program data. Experience reviewing, scoring and updating investment business cases. Ability to organize and manage schedules using Microsoft Project, resources, and risks. Physical Demands: While performing the duties of this job, the employee is regularly required to sit.
