Basic Eligibility For A Position With The NRO You must be a U.S. Citizen You must be 18 years of age or older You must be able to obtain and maintain a TS/SCI security clearance You will be subject to pre-employment and periodic drug testing You will be subject to pre-employment and periodic polygraph examinations Where You Will Work The Office of Inspector General (OIG) is an independent office reporting to the Director, National Reconnaissance Office (DNRO) and Congress. The Inspector General (IG) is appointed by the President with the advice and consent of the Senate. The OIG is responsible for conducting audits, inspections, investigations, and special reviews related to NRO programs and operations; providing leadership with recommendations to promote economy, efficiency and effectiveness; preventing and detecting fraud, waste and abuse in NRO programs and operations; and providing a means to keep the DNRO and the Congress fully and currently informed of issues concerning fraud and other serious problems, abuses and deficiencies in NRO's programs or operations. IG Inspection work is performed under the direction, control, and authority of the Inspector General, and adheres to the Council of the Inspectors General on Integrity and Efficiency Quality Standards for Inspection and Evaluation. Expert level inspectors lead teams through complex inspections of at risk or high profile programs and projects. Work includes assessing whether offices, components, or programs conduct activities in compliance with Federal law, Executive Orders, Presidential Directives and other applicable internal regulations and policies and execute responsibilities in an efficient and effective manner. Advises senior managers of identified problems and makes recommendations for corrective actions. Duties include planning and scoping inspections; collecting and analyzing information; developing findings, conclusions and recommendations; reporting and/or presenting findings; and following-up on the recommendations. Examples of inspections include but are not limited to evaluating resource and program management, organizational structures, mission critical functions, workforce issues, and budget formulation /execution. Work is performed in the field and in an office environment. Work may require some domestic and foreign temporary duty travel. What You Will Be Doing The National Reconnaissance Office (NRO), Office of Inspector General (OIG) Inspections Staff (INSP) is seeking an incumbent who will serve as a senior inspector within the Office of Inspector General and will plan and perform mission and mission support inspections, multi-agency inspections, and special reviews. Serves as a team member and/or leads a team in conducting highly complex and technical reviews. Assists senior level officials in developing, reviewing, and evaluating present and proposed NRO policies, procedures, programs, and operations. Researches, plans, and collaborates to ensure inspection objectives are met. Obtains and analyzes information to assess programs' efficiency and effectiveness in meeting the unique needs of the NRO. Upon completion of the inspection, the inspector prepares reports detailing findings, recommendations, observations, and/or commendables. Interacts with all levels of NRO employees, contractors, and representatives of other government entities (e.g., Offices of Inspector General, Intelligence Community and Department of Defense mission partners). What You Need Excellent performance record. Demonstrated knowledge/expertise in oversight or analysis (at least 2 years experience in OIG Inspections, Evaluations, Audits, or similar oversight or analytical occupations/positions). Demonstrated superior verbal and written communication skills; including briefing skills. Impeccable integrity, discretion, and ability to work with very sensitive information. Ability to maintain effective working relationships with colleagues, supervisors, team members, and organizational officials external to the OIG; ability to deal effectively with people under a wide variety of conditions. Ability to travel occasionally, both domestically and overseas, in support of OIG requirements. Ability to plan, organize, evaluate, and conduct thorough and objective analysis of factual material and complex issues to include assessing the effectiveness, economy, and efficiency of resource utilization, management processes and procedures, and the extent to which mission objectives are being achieved. Highly Desired Bachelor Degree. Ability to handle numerous matters simultaneously, prioritize requirements, and perform tasks within specified timelines. Ability to adjust work hours and personal schedule occasionally if necessary to meet time critical demands of priority assignments. Ability to elicit information via interviews and focus groups. Advanced degrees and professional certifications. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform and is typically in or directly related to the duties of the position as described above. Experience must be reflected in your resume. Other Information Overtime Statement: MAY be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. Travel Statement: MAY be required to travel in military or commercial aircraft to perform temporary duty assignments. Location Chantilly, VA, 20151 Telework is not available and you must be able to work at the specified location(s). Salary 2024 salary range for the Washington, DC area: GG-13: $117,962 – $153,354. GG-14: $139,395 – $181,216. **This position is a senior/full performance level DCIPS position.
