SUMMARY OF DUTIES: This position is for the major capital improvement projects included in the Frederick Douglass Tunnel (FDT) (B and P Tunnel Replacement) Program that will modernize and transform a four:mile section of the Northeast Corridor. It includes two new high:capacity tubes for electrified passenger trains, new roadway and railroad bridges, new rail systems and track, and a new ADA:accessible West Baltimore MARC station. Under the direction of the FDT Commercial Manager and/or the Project Director, the Sr. Contracts Construction Managerwill be responsible for managing the FDT Southern Approach (Package B) Contractor, and serving as the chief commercial liaison between that Contractor and Amtrak's Project Team, Procurement, Law, Finance, and other key departments and stakeholders on all contract issues to be consistent with Amtrak's Capital Delivery goals of safe, on:time, and on:budget project delivery. The position focuses on contract management through effective contract administration, oversight, and communications. This includes performance monitoring, identifying potential challenges to effective contract implementation, dispute resolution, and corrective action where necessary. Invoice review and processing, accounting and audit support, and grants management will also be key components of the work. Project Risk: Complex Project / Portfolio (Approx. Mega approx. 7B/12+ yrs) ESSENTIAL FUNCTIONS: :Project Contract Managers are responsible for: : Accountable for administrating construction contract over 1billion.: Managing contracts and supplier relationships and guiding contractor priorities to ensure effective performance towards their contract terms and oversight for projects in close coordination with the Contracting Official's Technical Representative (COTR) and Procurement team.: Collaborate with business and execution units/delivery workstreams to facilitate the development of prime contracts. This includes active participation in proposal activities, thorough contract reviews, subcontract partnering, and comprehensive risk assessment processes.stylemargin:bottom:11.0px:: Facilitate smooth transition from Award to Execution with the support of the Project team throughout life of the projects.: Review financial data for projects on a regular basis to identify projects with budgetary pressures which may need specialized contracts/claims support (in coordination with line managers and senior functional and organization managers): Leverage internal and external resources to administer policies and procedures consistently across all executive business units, functions, and locations.: Analyze situations, identify, and forecast pertinent problems and evaluate realistic options; and recommend/implement appropriate course of action.: Organize and prioritize a variety of complex projects and multiple tasks in an
