Navy Validator Overview: JHNA is seeking a talented Navy Validator to support our Naval Undersea Warfare customer in Middleton Rhode Island. This position is part of a bid & proposal effort and has a slated start timeframe of early August 2023. The Fully Qualified Navy Validator will act as the Navy direct representative and will interface with the PM/ISOs, ISSMs, ISSEs, Validators, Echelon II POCs, and AO CSAs, as directed. The qualified candidate should be considered a risk assessment subject matter expert (SME) and provide support and assistance in the Assessment and Authorization (A&A) effort. Roles/Responsibilities: Performing all required and approved SCA Liaison RMF process steps, as outlined in the Navy Risk Management Framework (RMF) Process Guide v1.0 Assessing approved technical and non-technical security features of a system or network to address known threats and vulnerabilities. The evaluation must consider and identify impacts as well as consideration of existing risk mitigation strategies Acting as an independent and impartial assessor to determine and certify aggregate cybersecurity risk for recommendation to the SCA Participating in RMF Checkpoints and providing initial concurrence on behalf of the SCA for the Security Assessment Plan (SAP), ensuring all appropriate security controls will be assessed for compliance Providing quality assurance of an RMF SAP related to cybersecurity risk Approving the Security Assessment Report with SCA concurrence Auditing RMF authorization packages Ensuring RMF packages are correctly entered in eMASS by the ISSM and ISSE in accordance with the eMASS User Guide Guiding and mentoring Validators on the following: Understanding of the RMF risk assessment process, and Navy Testing Guidance to include proper mitigation strategies Knowledge of implementation and applicability of Security controls Use of appropriate test procedures and tools Recommending mitigation measures for specific vulnerabilities Reviewing and concurring/non-concurring with Validator's residual risk Traceability of test results to system components and the risk assessment, as reflected in the relevant RMF documentation Understanding of Cybersecurity policies and the effects of specific policies to the risk of a system Providing cybersecurity risk assessment technical assistance to the Echelon II POC to include ensuring triage reviews of packages are performed and documented for uniformity and completeness Additionally, experience conducting validation of Navy systems under DIACAP and RMF. Validator duties may include: Performing all required and approved Validator RMF process steps, as outlined in the Navy Risk Management Framework (RMF) Process Guide v1.0 Conducting a complete security control validation and assessment of technical and non-technical security features of a system or network to address known threats and vulnerabilities. The evaluation must consider and identify impacts as well as consideration of existing risk mitigation strategies Completing a SAR in conjunction with SCA based on the security control assessment results Supporting updates of the Risk Assessment Report (RAR) and Plan of Action & Milestones (POA&M) based on the assessment results Ensuring traceability of all vulnerabilities from raw assessment results to the POA&M Conducting required vulnerability analysis to support mitigation and residual risk determination Preparing the SAR Executive Summary, with all assessment results, for SCA Liaison review and SCA certification and signature Coordinating with the Civilian Liaison as their trusted advisor in all matters of risk determination should questions or issues occur Assisting with required eMASS data entry requirements and population Qualifications Required: Bachelor's degree and 8-10 years of related experience. Current DoD Secret Clearance Must have Fully Qualified Navy Validator (FQNV) certification with transition to Navy Qualified Validator (NQV) appointment under RMF CISSP IAWF IAT Level II certified
