Job Summary Employee is responsible for the operations, maintenance, and construction of the City's wastewater collection system, with the use of medium equipment such as a backhoe, front end loader, dump truck and similar equipment. Uses a variety of department equipment to dig trenches, repair manholes, and perform a wide range of tasks around trees, wires, cars, and personal property and fellow works. Employee is required to perform all similar or related duties. Essential Job Functions Employee is responsible for the operations, maintenance, and construction of the City's wastewater collection system, with the use of medium equipment such as a backhoe, vactor truck, front end loader, dump truck and similar equipment. Attendance, physically present to work Operates medium equipment such as backhoe, vactor truck, front end loader, dump truck, and similar equipment used in the completion of assigned public utilities projects including the repair of water or sewer lines. Uses a variety of department equipment to dig trenches, repair manholes, and perform a wide range of tasks around trees, wires, cars, and personal property and fellow workers. Attends training sessions as required to maintain abreast of updates or changes in occupational safety requirements. Required to respond to emergency situations as necessary. Performs routine maintenance of assigned equipment and trucks. Minimum Qualifications & Requirements Valid Class "B" Commercial Driver's License. High School diploma or equivalent and one to three (1-3) years of prior experience in the operation of heavy equipment; or any equivalent combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job. Applicant must pass pre-employment background check and drug screen at City's expense. Must successfully complete Emergency Management and Incident Command Training within first three months upon hire. Bilingual English/Spanish Preferred. Knowledge, Skills, and Abilities Knowledge of safe and effective operation of heavy equipment and machinery; working knowledge of public works department operations. Working knowledge of the location of city streets. Ability to read and interpret construction project plans, pay careful attention to details, perform work under extreme weather conditions for long periods of time. Ability to interact effectively with all other utilities. Ability to recognize unsafe working conditions to ensure that appropriate safety precautions are taken to ensure employee safety. Ability to cut and finish grades. Skills in the operation of heavy equipment in a safe and efficient manner. Working Conditions/Physical Demands The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Work requires employee physically present, and on time as scheduled, agility and physical strength, such as moving in or about construction sites or over rough terrain, or the operation of heavy equipment. Work requires the lifting of objects or equipment up to 100 lbs. There may be need to stretch and reach to retrieve materials. The work may require extended physical effort over a significant portion of the workday. Duties may involve assignments requiring application of hand and eye coordination with finger dexterity and motor coordination. Examples may include using hand and power tools, operating heavy equipment/vehicles or climbing up and down a ladder. Position requires the reading and interpretation of documents such as instruction guidelines for general understanding. Additional Information Supervision Required: The employee works under the general supervision of the Supervisor. Employee is familiar with the work routine and uses initiative in carrying out recurring assignments independently with specific instruction. The supervisor provides additional, specific instruction for new, difficult, or unusual assignments, including suggested work methods. The employee is expected to recognize instances which are out of the ordinary and which do not fall within existing instructions; the employee is then expected to seek advice and further instructions. Reviews and checks of the employee's work are applied to an extent sufficient to keep the supervisor aware of progress, and to insure that completed work and methods used are technically accurate and that instructions are being followed. Supervisory Responsibility: Employee is not required to supervise any City employees. Confidentiality: Employee does not have access to confidential information. Judgment: Numerous standardized practices, procedures, or general instructions govern the work and, in some cases, may require additional interpretation. Judgment is needed to locate, select, and apply the most pertinent practice, procedure, regulation or guideline. Work Environment: Employee constantly performs work outdoors on a variety of public works projects. Employee is exposed to equipment/machinery, noise, odors, chemical fumes, dust, smoke, heat, cold, oil, dirt or grease, and risk of personal injury. Work is continually performed outdoors, regardless of weather conditions. Employee may be required to work beyond normal business hours at nights and/or on weekends in response to emergency situations. Nature and Purpose of Relationships: Relationships are primarily with co-worker's incidental to the purpose of the work involving giving and receiving factual information about the work. Ordinary courtesy and tact are required. Accountability: Consequences of errors, missed deadlines or poor judgment may include significant monetary losses, waste of material, damage to buildings, equipment, public safety, and life-threatening personal injury. Occupational Risk: Essential functions regularly present potential risk of injury from improper exposure to extreme weather conditions or operation of heavy equipment which could result in loss of time from work. Special safety precautions, training, or protective gear may be required to carry out duties in a safe and efficient manner. Complexity: The work consists of a variety of duties which generally follow standardized practices, procedures, regulations, or guidelines. The sequence of work and/or the procedures followed vary according to the nature of the transaction and/or the information involved or sought in a particular situation. Safety Sensitive Position: subject to Alcohol and Drug Abuse policy which requires compliance and adherence to consequences should a positive result ever be present. Personal Protective Equipment: Must be always worn when the task at hand would place the employee at risk of illness or injury.
