PolyCon Solutions is seeking Junior, Mid, and Senior Contract Specialists to support our Federal client with their acquisition needs. The ideal candidate will have experience with the Federal Aviation Administration's (FAA) Acquisition Management System (AMS). Support is needed in areas spanning pre-award, source selection, contract award, and, post-award contract administration. Responsibilities: Serves as a trusted adviser to the client in all acquisition related matters, from pre-award strategic planning to contract close out actions. Serves as the focal point for all communication on client projects. Contributes to the preparation, review and revision of acquisition documents for executive level reviews such as: Acquisition Strategy Plans; Business Cases; Chief Financial Officer (CFO) Packages; Independent Government Cost Estimates (IGCE) etc. Assists in the Source Selection process by developing evaluation plans, serving as evaluation team facilitator, drafting evaluating team reports, and assisting with the preparation of Source Selection training etc. Develops and maintains acquisition schedules using MS Project or Excel; interprets and reports progress accordingly. Oversees the preparation, tracking, configuration and archival of all procurement documents, i.e., contract modifications, determination and findings, FOIA requests, etc. Performs a full range of contracting duties and responsibilities for assigned acquisitions, which may include acquisition planning, pre-solicitation, negotiation and award, contract termination, contract monitoring, review of complex invoices, contract modification, performance monitoring and feedback, resolution of performance problems and payments, and pre- and post-award contract review. Performs market research and analysis. Uses primarily firm fixed-price, time and materials, indefinite delivery, or similar contracts using standard clauses. Prepares letters, memoranda, documents, or reports that support contractual actions or recommendations. Interprets technical, legal and audit policies, guidelines, or decisions to assess the impact of procurement and contract performance. Required Qualifications: Successful experience implementing or applying the Federal Acquisition Regulations (FAR) or, the FAA's Acquisition Management System (AMS) policy, best practices or guidelines is required. Familiarity with the AMS is preferred. Successful experience working in a complex procurement environment with multiple Contracting Officers (COs) and various procurements. Demonstrated ability to independently craft clear and concise acquisition documents to include Screening Information Request (SIR) artifacts, Statements of Work or Statements of Objectives, Determination & Findings, Contract Modifications etc. Experience with various types of contracts (T&M, CPAF, CPIF, CPFF, FFP) and cost/price analysis. Excellent written and verbal communication skills, with the ability to negotiate effectively. Critical thinking and complex problem-solving skills. Ability to complete multiple tasks in a fast-paced environment with strong project management skills. Must meet eligibility requirements for a U.S. Public Trust security clearance. Desired Qualifications: Successful experience implementing or applying AMS policy, best practices or guidelines. Successful experience managing complex procurements while supporting multiple COs and/or Program Offices. Experience in all types of contracts (T&M, CPAF, CPIF, CPFF, FFP) and cost/price analysis. PMP or CFCM Certification. Education and Experience: Bachelor's degree in any field, with 24-credit hours in business related courses; Business/Contract Management degree preferred. Minimum 4 years of experience in Federal contract administration.
