DESCRIPTION The manager plans, directs and manages operations of the agency including 24/7 Facility Operations, Maintenance and Custodial Services to ensure effective and efficient operations, high quality service and optimal performance in accordance with agency mission. Responsibilities include formulating policies, managing daily operations, working with contractors, leasing, and contracts regarding the facilities and the planning and use of materials and resources. EXAMPLES OF WORK Work may include but is not limited to the following examples: Review financial statements and/or other performance data to measure productivity or goal achievement or to identify areas needing cost reduction or program improvement. Monitor suppliers to ensure that they efficiently and effectively provide needed goods or services within budgetary limits. Establish or implement departmental policies, goals, objectives, or procedures in conjunction with organization officials and/or staff members. Perform HR functions such as selection, training, evaluation, oversight of work schedules and assignment of duties. Oversee the remodeling or renovating of current facilities including preparation of bid requests. Oversee daily facility operations, which includes problem-solving and establishing priorities. Identify work projects and repairs required or desired, and prepare plans of action toward resolution. Oversee all maintenance of related records required by the Company and regulating agencies. Review & supervise work of subordinate staff through regular inspections ensuring that all work is performed in workmanlike manner and within timely expectation. Plan and oversee routine and preventive maintenance to include time and material estimates and materials management. Manage monthly building inspection of all agency buildings as required by federal, state, and local laws and regulations and the requirements of contracts. Organize appropriate action as required to correct deficiencies and ensure compliance with all life safety and building codes. Maintain contact with various regulatory bodies related to life/safety codes and inspection. Respond on a 24 hour, 7 day basis to significant and unusual occurrences . Performs other related work as assigned. EXAMPLES OF KNOWLEDGE, SKILLS AND ABILITIES Comprehensive knowledge of the practices, tools, equipment, and materials used in general maintenance, construction, and repair work. Comprehensive knowledge of the crafts and trades used in institutional maintenance, construction, and repair work; electrical, plumbing, heating and ventilation systems, carpentry, lighting, painting, construction, welding, masonry, floor covering, and ceilings. Comprehensive knowledge of occupational hazards and safety precautions associated with the mechanical and building trades as well as knowledge of local fire safety requirements and operation of fire sprinkler systems. Organizational skills and the ability to multi-task. Skill in identifying and resolving managerial problems such as work assignments, employee relations, employee development and morale. Skill in estimating, planning, organizing, and supervising general construction and maintenance work. Knowledge of OSHA guidelines, MSDS sheets and health and safety practices. Ability to train subordinate personnel in the various maintenance skills and crafts, supervise and evaluate performance. Ability to inspect and evaluate the condition of buildings and equipment. Ability to read and interpret plans, blueprints, sketches, and specifications. Ability to estimate personnel, material, and equipment necessary for construction, maintenance, and/or repair jobs. Ability to communicate effectively. Ability to prepare and maintain complete and accurate records and reports. Ability to plan and supervise the work of staff. Ability to operate mechanical equipment. Ability to safely lift and physically manipulate equipment. Ability to exercise a high degree of initiative and judgment and to act quickly and responsibly in an emergency situation. Ability to establish and maintain effective working relationships with officials, staff, and the general public. Ability to communicate, both through oral and written communications. EXPERIENCE AND EDUCATION QUALIFICATIONS The following education and experience qualifications are the minimum requirement used to admit or reject applicants for consideration. Bachelor's degree; Two years of successful supervisory experience in a support services role with responsibility for maintenance, custodial services, and all other facility services, along with the administration of construction or capital improvement projects, or closely related areas.
