Seasonal Construction, Parks and Maintenance Specialist Public Works Under the direction of the Public Works and Operations Director, performs necessary construction and maintenance tasks within the Parks, Trails, Buildings, and other facilities as assigned. ESSENTIAL RESPONSIBILITIES AND DUTIES: Performs a variety of construction and maintenance tasks pertaining to grounds maintenance including mowing, fertilizing, seeding, leveling, general maintenance, etc. in a timely and efficient manner. Safely and effectively operates all types of equipment, including backhoes, forklifts, tractors, trucks, etc.; transports assigned vehicles and equipment as necessary. Performs skill trades in maintaining or constructing Park structures and features within Parks to include one or more of the following: carpentry, painting, plumbing, electrical, and concrete and asphalt work; apply the appropriate knowledge and skills and use the proper hand and power tools to accomplish required tasks. Performs general Park maintenance, litter, and debris clean up, weed control, etc. by using the appropriate hand and power tools and equipment; perform cleaning and repairs within the Parks. Inspects the Parks facilities regularly ad identify maintenance projects for submittal, with proposed solutions; monitor safety practices within the Parks, including safety practices of staff and volunteers. Cleans and maintains parks, parkways, restrooms, parking lots, pavilions, picnic areas, fish cleaning stations, and boat docks; inspects for hazards and needed repairs; cleans up body fluid and bio-hazard spills when necessary. Maintains parkways, park grounds, and trails by mowing and edging lawns, raking leaves, and removing trash, clippings, trimmings, and other debris; trims and cuts large trees using chainsaws, pole saws, and hedgers. Cuts back brush from trails; sprays trails and various park areas to control noxious weeds and undesirable vegetation; assists in controlled burns. Maintains park sprinkler systems, pumps, and restroom plumbing through routine maintenance and repair including winterization; monitors sprinkler system performance and makes necessary adjustments. Removes trash, clippings, trimmings, and leaves from County grounds and clears other public areas such as parking lots and sidewalks of ice, snow, or debris using plow trucks, power brooms, snow throwers, hand tools, and light equipment. Hauls topsoil; fills and levels designated areas; installs sod; cleans up body fluid and bio-hazard spills when necessary. Prepares facilities for scheduled events and activities; assists in opening and closing parks and associated facilities as needed on weekends, holidays, and during evening hours; inspects park facilities for cleanliness and damage after events have concluded. Performs a variety of skilled construction and maintenance duties as needed; builds and repairs fences, benches, etc.; pours concrete and patches and seals asphalt. Operates a variety of light equipment including tractors, trenchers, riding lawn mowers, forklifts, lawn edgers, chain saws, etc.; assists in equipment maintenance, makes minor repairs, monitors and reports overall equipment performance; drives or transports equipment by trailer to various job sites. Pressure washes picnic tables, pavilion floors, etc.; cleans park restrooms including floors, mirrors, toilets, and sinks; restocks toilet paper, soap, and air fresheners. Ensures needed tools and equipment are available and used safely and according to departmental policy; provides training and instruction in a broad array of park maintenance and construction activities. EDUCATION, EXPERIENCE, AND CERTIFICATIONS: High school diploma or equivalent (accommodation may be made for seasonal employees); AND One (1) to Two (2) years of proficient work experience in related duties described above; OR An equivalent combination of education and experience may also be considered NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of methods, materials, and equipment necessary to perform trade skills, construction work, general maintenance and repair, and snow removal. Basic knowledge of landscape maintenance operations and associated tools and equipment, sprinkler systems, and general types of vegetation; knowledge of procedures and techniques for operating vehicles and equipment. Knowledge of hazards and safety precautions common to construction and maintenance work, equipment and vehicle and snow removal; preventative maintenance techniques. Ability to operate medium and heavy-duty trucks, agriculture tractors, snowplow units, front-end loaders, pick-ups, and implements associated with such equipment. Use common and specialized tools and equipment normally required to perform Park construction tasks and maintenance functions. Ability to thoroughly inspect equipment and accessories prior to operation, to ensure proper operating conditions; read, understand and follow safety rules and regulations. Skill in operating a forklift, other motorized equipment, and various hand, pneumatic, and power tools. Knowledge of body fluid and bio-hazard cleanup procedures. Ability to research methods, techniques, and/or sources of information; exercise initiative, discretion, and judgment in making decisions. Ability to make a decision or solve a problem by using logic to identify key facts, explore alternatives, and propose quality solutions. Read, interpret and apply laws, rules, regulations, policies and/or procedures; abide by laws governing access to public and private records (Government Records Access and Management Act). Ability to maintain cooperative working relationships with those contacted during the course of work activities; communicate effectively verbally and in writing; understand and follow clear work instructions; distill relevant and useful elements from vast amounts of information. Ability to take initiative in addressing problems in day-to-day operations. Ability to maintain the confidentiality of sensitive records and information. Ability to promote a positive attitude, and motivate peers to work as a team. SPECIAL QUALIFICATIONS: Must be at least 16 years of age Ability to be on-call as needed PHYSICAL DEMANDS/WORK ENVIRONMENT: The physical demands of this position and work environment characteristics described are representative of those that must be met or will be encountered by an employee while successfully performing the essential functions of this job. While performing the duties of this job, the employee is frequently required to stand, sit, walk, talk or hear; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to climb or balance, stoop, kneel, crouch, or crawl. Occasionally lifts, carries, pushes, pulls, or otherwise moves objects weighing up to 80 pounds. Work is performed in environmentally controlled and partially environmentally controlled buildings and work is regularly performed for sustained periods outdoors and occasionally in hot, cold, or inclement weather; work is regularly performed in noisy places; exposes incumbent to possible bodily injury from moving mechanical parts of equipment, tools, or machinery; requires the use of protective devices such as masks, goggles, gloves, etc.; and work exposes incumbent to unknown, dangerous, and/or life-threatening conditions. Work exposes incumbent to conditions such as fumes, noxious odors, dust, mists, gases, poor ventilation, and noise; exposes the incumbent to hazardous chemicals, and to hazards in the cleanup of body fluids and other biological hazards. Hand-eye coordination is necessary to operate tools, computers, and various pieces of office equipment. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Work may require a varying schedule to accommodate department and event schedules.
