Planner **Future Opportunity** CSEngineering is hiring a Planner to support the DHS at Oakland, CA. The purpose of this position is to provide the necessary level of administrative, professional, and technical support required in the area of architectural planning to facilitate the overall objectives of CEUO. JOB RESPONSIBILITIES The primary work product will be the execution of CEUO architectural planning actions including, but not limited to developing Scopes of Work (SOW), engineering drawings, and cost estimates. STATEMENT OF WORK Developing, evaluating, and improving CEU planning documents (i.e. DD1391) and procedures necessary to support the orderly development and management of DHS real property and shore infrastructure. Interacting with the local District planning officer and drawing from and using local DHS law enforcement, search and rescue, aids to navigation, and housing data in developing planning documents. Evaluating engineering reviews, and in-house designs, and investigating specific building or project sites with diverse climactic, geographic, and environmental conditions in the Pacific Area (PACAREA) or Atlantic Area (LANTAREA), as applicable. Applying the latest design and construction management techniques in planning projects for units requiring a range of facilities such as office buildings, industrial/waterfront facilities, and housing. Developing and/or assisting in preparation of Regional Planning DD-1391 Planning Proposals (PPs) and DD-1391 Planning Proposal Reports (PPRs) for shore facilities to be built, modified, or repaired in order to support the missions of the CG, which involves coordinating the compilation of technical input from the Shore Infrastructure Logistics Center (SILC), Facilities Design and Construction Center (FDCC), and operational input form District program managers. DD-1391 PPs include schematic plans and elevations, site plans, statements of utilities and building system components, geotechnical information, real property requirements and evaluations, environmental/NEPA analysis, project alternatives, economic analyses, space analyses, mission requirements, and recommended courses of action. Coordinating and following up with CEU Real Property staff on real property requirements to ensure property site evaluation requirements are completed and acquisition plans are established and carried forward. Providing professional assessments through comparative analysis of design development documents, including identification of complex design problems and solutions. Assisting in preparation of semi-annual project prioritization of PACAREA/LANTAREA Procurement, Construction, and Improvement (PC&I) projects. Visiting field units, providing assistance, and gathering information for planning/environmental/real property documentation such as Regional Planning, Facilities and Infrastructure Needs Statements, Planning Proposals, and Planning Proposal Reports, Shore Station Maintenance Records, project evaluations, environmental analysis checklists, and real property utilization surveys. Serving as liaison to PACAREA/LANTAREA, SILC, and FDCC for planning and review of major projects. Maintaining person-to-person relationships with local, city, state, and Federal agencies necessary to coordinate preliminary investigation of CEU shore projects and planning documentation. Meeting with local community organizations to ensure that designs meet the local area requirements. Meeting with contractors, manufacturer representatives, and government agency representatives to establish feasibility of specific projects. Conducting investigations of project sites to determine feasibility of proposed new construction projects, verifying topography, and site data for additions or renovations, determining potential environmental impacts, and identifying the condition of the existing structure(s) and other pertinent data. Evaluating data obtained and incorporating all relevant features into planning documents and design solutions. Ensuring agreement with both mission and economic requirements of the DHS and the orderly physical growth or shrinkage of the shore facilities in accordance with the DHS space standards. Developing site-specific technical assessments from available information including past facility assessment, older regional planning, and from all CG data sources that identify CG resource use. In planning, evaluating design and construction objectives; identifying most economical and efficient procedures for building renovation, design, and construction, including Architect-Engineer (A/E) or in-house designs and economic alternatives such as third-party financing, leasing, etc. Coordinating with other architects and/or engineers in CEU design and construction sections to ensure coverage of all technical areas in finalized planning documentation. Preparing regional planning for the timely (phased) and orderly physical development of specific CG units to support present and future CG operations. Developing a range of alternatives; evaluating economic impacts as well as construction alternatives such as the consolidation of the operation elsewhere, rehabilitation of existing facilities, new construction, or a combination thereof. Analyzing functional as well as physical conditions/use of existing facilities at land-constrained CG units. Developing correspondence for higher authority signature with regard to specific project planning and review issues. Initiating, and being responsible for, briefings, presentations, memoranda, and status reports relating to assigned projects to inform interested parties on the progress of project-related issues. Acting as Project Manager in overseeing all aspects of A/E contracts assigned for the preparation of plans or studies, including serving as a point of contact for the A/E and the CG (under the supervision of a Government Contracting Officer's Representative). Interfacing with the local District planners. Collecting, analyzing, and using operational planning data in support of facilities planning. Interfacing with CEU design engineers to ensure coordination of maintenance projects with long and short term planning initiatives at various sites. Monitoring the status of PACAREA/LANTAREA PC&I projects and helping ensure compatibility between ongoing maintenance projects and future facility use, planned PC&I projects, and approved regional planning. Providing A/E and planning advice and design in matters of historic preservation, including architectural assistance in determining the eligibility of buildings for nomination to the National Register of Historic Places, and determining what architectural solutions are appropriate to buildings currently on the register or eligible for nomination. Serving as liaison between the various State Historic Preservation Offices and/or other historic preservation agencies, and the DHS on matters of architectural issues in historic preservation, including the adaptive re-use or disposal of historic buildings owned by the DHS. Specific Assignments include but are not limited to: Planning project support: Managing specific projects, as assigned, that require the expertise of a planner. Approximately 1976 hours of work/year. Documentation and file management: Managing the files and reports related to assigned projects using both paper (hard copy) filing and CG information systems including ADEPT/CGTIMS and SAM. Approximately 52 hours of work/year. Office mentoring and training: Provide planning mentorship and on-the-job training to CEU Oakland co-workers. Approximately 52 hours of work/year. REQUIRED QUALIFICATIONS Bachelor's degree in architecture. Minimum of 5 years of experience with architectural planning work for the Federal Government. Experience: Federal planning experience must include development of DD-1391 Planning Proposals Ability to obtain Public Trust Clearance.
